I think the final season would've been a lot better with two final villains with Mina as the Mewman extremist and Seth(or Toffee if they hadn't stupidly killed off) as the monster extremist with both having their own armies creating a war that the main characters have to stop.
...or better yet, make it Moon but with amnesia and doing what she believes is best. It would have been so much better if the episode where they find Moon on Pie Island, they realize she's happier where she is and decide to leave her to live a life of peace. However, Mina also finds her and becomes the voice whispering in her ear, telling her how bad the monsters are and how she has the power to save Mewmanity from what she calls 'their takeover'. As many Mewmans flee to the island and she is forced to see the suffering and growing resentment caused by Eclipsa's policies of Monster favoritism, she feels compelled to take up the mantle again to stop what she thinks is an oppressive monster-obsessed tyrant. This would not only emphasize how Eclipsa is causing problems by pushing too hard to make up for past wrongs to the monsters, but would give an internal struggle for our characters to deal with as they need to save Mewni from a Moon who believes she's saving the kingdom from falling into chaos and ruin. The MHC and many Mewmans would switch to her side because of Eclipsa's mistakes (and their own bigotry) and there would be a big battle to end the show off with high emotional stakes.
Heck, have Mina even REALIZE her mistake and help the others against Moon when she goes off the deep end like creating her own Solarian Army, going as far as to hunt down monsters who fled Mewni in other worlds, destroy a dimension or something like that.
If this was done, you could definitely see Star coming to the conclusion that magic has to be destroyed. It, after all, has ruined her family and her personally.
